Early detection of unsafe or unhealthful working conditions<strong>and</strong> prompt correction of these <strong>and</strong> related hazards, are majorelements in the mishap prevention <strong>and</strong> the OSH Program.Correction at the lowest possible level is an essential elementof mishap prevention. All military <strong>and</strong> civilian personnel shallparticipate fully in the installation or unit OSH Program byreporting either orally or in writing any unsafe or unhealthfulworking condition. It is essential to inform installation orunit <strong>safety</strong> personnel of the existence or potential for unsafeor unhealthful working conditions.2. This chapter provides guidelines <strong>and</strong> procedures to reportunsafe or unhealthful working conditions to management forcorrection, establish a process for management response to theseidentified conditions, <strong>and</strong> establish an appeal process forindividuals who disagree with the initial assessment.9001. BACKGROUND. E.O. 12196, Occupational Safety <strong>and</strong> HealthPrograms for Federal Employees, encourages all military <strong>and</strong>civilian personnel to participate in OSH Program activities. 29CFR 1960, Department of Labor Regulations Basic Program Elementsfor Federal Employee Occupational <strong>and</strong> Safety Programs <strong>and</strong>Related Matters, requires that workplace hazard reporting <strong>and</strong>appeal procedures be developed for employees, includingsafeguards to ensure personnel are not subject to any restraintsor fear of reprisals that might prevent full participation inOSH Programs.9002. HAZARD REPORTS1. Any military or civilian personnel, or employeerepresentative, observing unsafe or unhealthful work practices,conditions or violations of established OSH st<strong>and</strong>ards, shall9-3
