10003 MARCOR OSH PROGRAM MANUALmeasures shall be employed. They shall be noted on the OSHDeficiency Notice, abatement logs, <strong>and</strong> posted hazard notices asdescribed in chapter 7.6. Permanent Hazard Abatement. Engineering control methods arethe preferred method of hazard control, followed byadministrative controls, <strong>and</strong> finally PPE. Feasible engineeringcontrols shall be used to reduce hazardous exposure, even whenonly partial reduction of exposure is possible throughengineering methods. Criteria may be applied to determinewhether engineering controls are feasible. First, a control istechnologically feasible if it is available "off the shelf" orif technology exists which can be adapted to the hazard inquestion. Second, a control is economically feasible if it canbe shown that the cost is justified by the benefit it produces.On the other h<strong>and</strong>, if the expected reduction of the hazardthrough implementation of engineering controls will notsignificantly increase personnel protection, <strong>and</strong> cost of thecontrol is too great, then the control is not economicallyfeasible.10004. HAZARD ABATEMENT1. Some projects developed to address work center hazards mayexceed the funding capability of the local comm<strong>and</strong> <strong>and</strong> mayqualify for centrally managed funds. Applications for thesefunds should be submitted per chapter 3 <strong>and</strong> MCO P11000.5F, RealProperty Facilities Projects Manual.10-8
