6003 MARCOR OSH PROGRAM MANUALc. Ensure all Marine Corps publications, instructions,manuals, specifications, technical orders, etc., that containOSH provisions, are reviewed <strong>and</strong> updated as expeditiously aspracticable to conform to OSHA st<strong>and</strong>ards. In the interim,comm<strong>and</strong>s shall issue guidance to resolve conflicts between OSHAst<strong>and</strong>ards <strong>and</strong> current publications.d. Implement emergency temporary st<strong>and</strong>ards (ETS), lessadministrative requirements, promulgated by OSHA pursuant toPublic Law 91-596, not later than the effective date establishedby DOL. One copy of such ETS implementing publications will beforwarded to CMC (SD).3. New OSHA st<strong>and</strong>ards will be disseminated for implementationby CMC (SD), BUMED, or COMNAVSAFECEN, as appropriate.6004. ALTERNATIVE STANDARDS APPROVAL. If a Marine Corpscomm<strong>and</strong> determines that an OSHA st<strong>and</strong>ard should be modified forapplication to a particular working condition, a proposedalternate st<strong>and</strong>ard may be submitted to CMC (SD) for approval.Proposed alternate st<strong>and</strong>ard must provide protection equivalentto that afforded by the OSH st<strong>and</strong>ard it replaces <strong>and</strong> shouldapply substantially comm<strong>and</strong> wide. The following proceduresapply:1. The originating comm<strong>and</strong> shall forward the proposed alternatest<strong>and</strong>ard for review <strong>and</strong> comment to those civilian employeeorganizations having national consultation rights with thecomm<strong>and</strong>.2. Following receipt of the above comments, or after a 45-daysuspense period, the originating comm<strong>and</strong> shall forward theproposed alternate st<strong>and</strong>ard to CMC (SD), through the chain ofcomm<strong>and</strong>, requesting approval. The request should include:a. A summary statement that delineates differences betweenthe applicable OSHA st<strong>and</strong>ard <strong>and</strong> the proposed alternatest<strong>and</strong>ard, with justification.b. A summary of comments received from civilian employeeorganizations.6-6
