3001 MARCOR OSH PROGRAM MANUALe. Installations having a total population of over 2,000 butless than 10,000 military <strong>and</strong> civilian personnel to includetenant comm<strong>and</strong>s <strong>and</strong> resident dependents:a. One full-time <strong>safety</strong> manager or officer, either acivilian qualified for civil service employment as a <strong>safety</strong> <strong>and</strong><strong>occupational</strong> health manager (GS-0018 series), or a field/companygrade <strong>safety</strong> officer. Installations under this category requirethe <strong>safety</strong> <strong>and</strong> <strong>occupational</strong> health manager to have managerial<strong>and</strong> technical experience at the GS-12 grade or higher.b. Technical assistants as required, see paragraph3001.1c, above.c. Clerical support as required.d. One qualified unit <strong>safety</strong> officer (civilian <strong>safety</strong>specialist, officer or SNCO/NCO) in each separately administeredunit, <strong>and</strong> in other activities as deemed necessary by comm<strong>and</strong>er.3. Installations having a total population of 2,000 or lessmilitary <strong>and</strong> civilian personnel to include tenant comm<strong>and</strong>s <strong>and</strong>resident dependents:a.
