The focus is on maintaining a safe <strong>and</strong> healthfuloperational environment, which will meet the requirements of theMission Essential Task List (METL). References used in thisManual are provided at appendix A.1001. DEFINITION OF TERMS1. The words "shall," "will," <strong>and</strong> "must" are <strong>dir</strong>ective <strong>and</strong>require compliance. Words like "may," "can," <strong>and</strong> "should" areadvisory <strong>and</strong> do not require compliance.2. Definitions for special terms used in this Manual areprovided in the glossary at appendix B.1002. BACKGROUND1. The Marine Corps has conducted <strong>safety</strong> <strong>and</strong> <strong>occupational</strong>health programs for many years. Historically, <strong>occupational</strong><strong>safety</strong> (industrial type <strong>safety</strong>) has been an element of theoverall Marine Corps Safety Program managed by Marine Corpscomm<strong>and</strong> functions. Other elements of the Marine Corps SafetyProgram include aviation, ground (tactical), traffic (motorvehicle), explosives, fire protection <strong>and</strong> emergency services,system <strong>safety</strong>, industrial hygiene, recreational, off-duty, <strong>and</strong>radiation <strong>safety</strong> (ionizing, laser, <strong>and</strong> radio-frequency). The<strong>Navy</strong> Bureau of Medicine <strong>and</strong> Surgery (BUMED) provides support onthe <strong>occupational</strong> health program elements.2. Federal laws <strong>and</strong> regulations addressing <strong>safety</strong> <strong>and</strong> healthare included in Public Law 91-596, Occupational Safety <strong>and</strong>Health Act of 1970; 5 <strong>US</strong>C 7902, Safety Programs; E.O. 12196,Occupational Safety <strong>and</strong> Health Programs for Federal Employees;1-3
