11001 MARCOR OSH PROGRAM MANUALsubsequent periodic surveys will be compared. Permanent changesin a work center will require establishment of a new baselinefor new or altered operations. The baseline industrial hygienesurvey is routinely updated by periodic surveys <strong>and</strong> throughrepresentative sampling programs in the work environment.Analysis <strong>and</strong> interpretation of the sampling data will assist inthe assessment of health hazards, making recommendations forhazard abatement <strong>and</strong> control measures, <strong>and</strong> determiningrequirements for medical surveillance of personnel at risk. Thefollowing subparagraphs provide basic requirements for workplacemonitoring.a. Workplace Assessment (Walk-Through Survey). Theresponsible medical treatment facility (MTF) industrialhygienist or other trained industrial hygiene personnel shallconduct a baseline survey. If the organization has its ownindustrial hygiene assets, responsibilities for workplacemonitoring, inspections, etc., shall be defined in a formalagreement between the organization <strong>and</strong> the MTF. Baseline willinclude, as a minimum, the following information:(1) A description of operations <strong>and</strong> work practices thattake place in the work center (e.g., welding, spray-painting),to include a layout sketch incorporating relevant aspects of thetasks. The time course of events taking place within the workcenter must be carefully described.(2) A list of hazardous materials (including biologicalhazards <strong>and</strong> radioactive material) used, h<strong>and</strong>led, stored, orproduced in the work center in terms of quantity per unit time,including a brief description of how the materials are used inthe operations.(3) A list of potential harmful physical agents (e.g.,noise, radiation) including a brief description of theirsources.(4) A brief description of existing controls (e.g.,ventilation hoods, hearing protection devices), <strong>and</strong> anevaluation of their use <strong>and</strong> effectiveness.b. Exposure Assessment. Based on information obtainedduring the walk-through survey, the next step is to assess11-4
