MARCOR OSH PROGRAM MANUALCHAPTER 5TRAINING5000. RESPONSIBILITIES1. To ensure Mission Essential Task List (METL) requirementsare accomplished <strong>and</strong> in an effort to embed force preservationthroughout the chain of comm<strong>and</strong>, comm<strong>and</strong>ers, <strong>dir</strong>ectors,officers-in-charge, small unit leaders, <strong>and</strong> supervisors shallensure that all Marine Corps personnel in their organization orunder their supervision receive <strong>safety</strong> <strong>and</strong> health training asrequired by this Manual. The training must include st<strong>and</strong>ardsset forth in the activity <strong>and</strong> unit SOPS, technical manuals(TMs), performance manuals (PMs), applicable OSHA st<strong>and</strong>ards, <strong>and</strong>other Federal <strong>and</strong> state <strong>dir</strong>ectives <strong>and</strong> st<strong>and</strong>ards.2. ISMs <strong>and</strong> <strong>safety</strong> officers shall provide Marine Corps leaderswith orientation that will enable them to apply the OSH Programto their organizations <strong>and</strong> meet METL requirements. Suchorientation <strong>and</strong> training should include references to Public Law91-596, Occupational Safety <strong>and</strong> Health Act of 1970, Section 19,Federal Agency Safety Programs <strong>and</strong> Responsibilities; E.O. 12196,Occupational Safety <strong>and</strong> Health Programs for Federal Employees;29 CFR 1960, Basic Program Elements for Federal EmployeeOccupational Safety <strong>and</strong> Health Programs <strong>and</strong> Related Matters; <strong>and</strong>the Installation Safety <strong>and</strong> Health Program.5001. TRAINING REQUIREMENTS1. Job Safety Training. Marine Corps personnel will be givenjob <strong>safety</strong> training before their assigned work begins. Thistraining will normally be provided <strong>and</strong> documented by theperson's work center supervisor. As a minimum, the trainingwill consist of: general <strong>safety</strong> matters related to the workenvironment; hazards associated with assigned tasks; applicable<strong>safety</strong> <strong>and</strong> health st<strong>and</strong>ards; PPE required for each task; anoverview of the local <strong>safety</strong> <strong>and</strong> health program with emphasis onindividual rights <strong>and</strong> responsibilities; prompt reporting tomanagement of unsafe conditions, potential exposure to hazardous5-3
