Contains any other recognized serious <strong>safety</strong> <strong>and</strong> healthhazard such as:(1) Slippery surfaces.(2) Deteriorated or unstable ladders.(3) Machinery <strong>and</strong> electrical devices that may require anenergy isolation (lockout/tagout) procedure.(4) Potential for engulfing an entrant from loosematerials (e.g., s<strong>and</strong>, sawdust).(5) Potential for entrapment or asphyxiation frominwardly sloping walls or a floor that slopes downward to asmaller cross-section.3. All confined spaces shall be considered hazardous <strong>and</strong> entryinto or work on the boundaries of such spaces is prohibiteduntil the space has been evaluated by a qualified person perthis Manual <strong>and</strong> 29 CFR 1910.146 to establish appropriate <strong>safety</strong>precautions.14001. PROGRAM MANAGEMENT1. Comm<strong>and</strong>ers of Marine Corps installations shall appoint, inwriting, a qualified confined space program manager (CSPM) <strong>and</strong>assistant confined space program manager (ACSPM) responsible forimplementing a confined space entry program that is consistentwith this Manual <strong>and</strong> 29 CFR 1910.146. Only the CSPM isauthorized to amend the installation’s confined space program.The CSPM shall normally be assigned to the installation <strong>safety</strong>office.
