MARCOR OSH PROGRAM MANUAL17. Immediately Dangerous to Life or Health (IDLH). Anyatmosphere that poses an immediate hazard to life or producesimmediate irreversible debilitating effects on health.18. Lockout. The placement of a lockout device on an energyisolatingdevice IAW an established procedure, ensuring that theenergy isolating device <strong>and</strong> the equipment being controlledcannot be operated until the lockout device is removed.19. Lockout Device. A device that utilizes a positive meanssuch as a lock, either key or combination type, to hold anenergy isolating device in the safe position <strong>and</strong> preventingenergizing of a machine or equipment.20. Lockout/Tagout Log. The control document for administeringthe lockout/tagout procedures. These logs are the records ofauthorization for each lockout/tagout action on systems orequipment.21. Lockout/Tagout Coordinator. One or more individualstrained <strong>and</strong> designated in writing by the comm<strong>and</strong>ing general,comm<strong>and</strong>ing officer, or department head to be in control ofadministering the lockout/tagout program in their area ofcognizance.22. Mission-essential Material. That material authorized <strong>and</strong>available to combat, combat support, combat service support, <strong>and</strong>combat readiness training forces in order to accomplish theirassigned missions.23. Occupational Exposure. An act or condition of beingsubjected (as a result of work) to a chemical, physical, orbiological agent, or to a specific process, practice, behavior,or work organization. This includes the reasonably anticipatedskin, eye, mucous membrane, or parenteral contact with humanblood or other potentially infectious material that may occur onthe job. Exposure is distinguished from dose in that doserefers to the amount of the potentially hazardous agent that isabsorbed or retained by the body, while exposure refers to thepresence of a hazard that contacts the body or is experienced bythe worker.B-4
