4001 MARCOR OSH PROGRAM MANUAL3. Purposea. Consider new st<strong>and</strong>ards, policies, procedures,recommendations, etc., involving <strong>safety</strong> <strong>and</strong> health.b. Periodically review the mishap experience <strong>and</strong> analysesof the comm<strong>and</strong>.c. Recommend changes in policies or procedures to minimizeunsafe acts <strong>and</strong> strengthen the comm<strong>and</strong> <strong>safety</strong> program.d. Develop recommendations on physical or structuralalterations designed to eliminate or control hazards.e. Develop educational <strong>and</strong> promotional activities thatcreate <strong>and</strong> maintain an interest in <strong>safety</strong> <strong>and</strong> increase theemphasis on mishap prevention.4. Membership. The comm<strong>and</strong>er, deputy comm<strong>and</strong>er, or executiveofficer shall chair the <strong>safety</strong> council. Members shall beappointed in writing <strong>and</strong> include military <strong>and</strong> civilian personnelrepresenting key organizational elements at the activity, aswell as <strong>safety</strong> <strong>and</strong> health professionals. Minimum membershipshould include the maintenance, medical, training, personnel,<strong>and</strong> MCCS officials, <strong>safety</strong> manager/officer, provost marshal, <strong>and</strong>a representative of civilian employees.5. Meetings. The <strong>safety</strong> council shall meet on a regular basis,at least quarterly or more frequently as <strong>dir</strong>ected by thechairperson. Each council will develop its own rules ofoperation.6. Meeting Minutes. Safety manager/officers shall assure thepreparation, publication <strong>and</strong> maintenance of the minutes of all<strong>safety</strong> council meetings are kept in consonance with MCO5210.11D. The records of <strong>safety</strong> council meetings will bedisposed of in compliance with SECNAVINST 5212.5D, paragraph6200.2b.4-4
