4001 MARCOR OSH PROGRAM MANUAL3. Purposea. Consider new standards, policies, procedures,recommendations, etc., involving safety and health.b. Periodically review the mishap experience and analysesof the command.c. Recommend changes in policies or procedures to minimizeunsafe acts and strengthen the command safety program.d. Develop recommendations on physical or structuralalterations designed to eliminate or control hazards.e. Develop educational and promotional activities thatcreate and maintain an interest in safety and increase theemphasis on mishap prevention.4. Membership. The commander, deputy commander, or executiveofficer shall chair the safety council. Members shall beappointed in writing and include military and civilian personnelrepresenting key organizational elements at the activity, aswell as safety and health professionals. Minimum membershipshould include the maintenance, medical, training, personnel,and MCCS officials, safety manager/officer, provost marshal, anda representative of civilian employees.5. Meetings. The safety council shall meet on a regular basis,at least quarterly or more frequently as directed by thechairperson. Each council will develop its own rules ofoperation.6. Meeting Minutes. Safety manager/officers shall assure thepreparation, publication and maintenance of the minutes of allsafety council meetings are kept in consonance with MCO5210.11D. The records of safety council meetings will bedisposed of in compliance with SECNAVINST 5212.5D, paragraph6200.2b.4-4
