Tenant comm<strong>and</strong>s shall adhere to the installation confinedspace entry program. Tenant comm<strong>and</strong>s or separate units withouta qualified CSPM shall use the services of the installationCSPM. These services will be described in the installation SOP<strong>and</strong> may be stipulated in host-tenant agreements.3. Contractors <strong>and</strong> other non-DoD agencies shall implement theirown confined space entry program that meets all pertinent OSHAst<strong>and</strong>ards <strong>and</strong> installation regulations <strong>and</strong> procedures.14002. PROGRAM ELEMENTS. The Confined Space Entry Programconsists of six basic program elements.1. Identification <strong>and</strong> Preliminary Testinga. Confined Space. The CSPM, in coordination withappropriate line managers, shall identify all confined spaces onthe installation or in the unit <strong>and</strong> maintain this list.b. Permit-Required Confined Space (PRCS). The CSPM, withthe assistance of an industrial hygienist or qualified <strong>safety</strong>person, as necessary, shall evaluate each confined space todetermine whether it meets criteria of a PRCS. All manholes <strong>and</strong>unvented vaults under control of Marine Corps personnel thatmeet the criteria of a confined space shall be considered aPRCS. The CSPM shall maintain a current inventory of all PRCSsat the installation or unit.2. Prevention of Unauthorized Entry. Supervisors shall briefall assigned workers on the restrictions regarding entry <strong>and</strong> useof physical means (e.g., locks, barriers) to secure spaces undertheir control. In addition, each PRCS shall be posted with ast<strong>and</strong>ard caution sign. The sign shall be posted in aconspicuous location near likely entry points. Street manholesare considered a PRCS <strong>and</strong> require a caution sign (may post signsinside the manhole). PRCS caution signs shall contain thefollowing information:a. Unauthorized entry prohibited.14-5
