MARCOR OSH PROGRAM MANUAL 15004Control of asbestos fibers is a m<strong>and</strong>atory requirement. Chapter10 provides procedures for prevention <strong>and</strong> control of work centerhazards.15003. PERMISSIBLE EXPOSURE LIMITS (PELS)1. Time-Weighted Average Limit (TWA). The TWA for asbestos is0.1 fibers per cubic centimeter (f/cc) of air, calculated as an8-hour time-weighted average (TWA) exposure. This is referredto as the PEL-TWA. Fibers are defined as rod shaped particleshaving a length-to-width ratio of three (or more) to one (3:1),<strong>and</strong> an overall length greater than five micrometers.2. Excursion Limit (EL). The EL is 1.0 f/cc as averaged over asampling period of 30 minutes (as determined by Appendix A of 29CFR1910.1001, or by an equivalent method). This is referred toas the PEL-EL. No employees shall be exposed to airborneasbestos fibers in excess of either PEL without approved PPE,controls, <strong>and</strong> exposure monitoring.3. Personnel Notification. Any monitored individual shall benotified in writing about results of the monitoring within 15working days after receipt of exposure data. Notification shallcontain corrective action being taken to reduce employeeexposure below the PEL-TWA or PEL-EL.15004. RESPONSIBILITIES1. Comm<strong>and</strong>ers/department heads/<strong>dir</strong>ectors shall:a. Ensure work operations with asbestos or materialscontaining asbestos are conducted in accordance with this Manual<strong>and</strong> references 29 CFR 1910.1001; 29 CFR 1926.1101; 40 CFR 763;<strong>and</strong> 40 CFR 61, National Emission St<strong>and</strong>ards for Hazardous AirPollutants.b. Ensure all personnel under their supervision are awareof provisions of this Manual <strong>and</strong> comply with them at all times.c. Take prompt action to contain <strong>and</strong> correct asbestosdiscrepancies when notified of their existence.15-5
