MARCOR OSH PROGRAM MANUAL 50017. Safety Officer Training. Comm<strong>and</strong>ers shall ensure that<strong>safety</strong> officers attend the Ground Safety For Marines Course (CIN# A-493-0047) or an approved MARFOR Ground Safety MobileTraining Team course within 90 days of assignment. ISMs willtrack <strong>and</strong> document training of all <strong>safety</strong> officers. ISMs willconduct additional <strong>safety</strong> training designed to develop <strong>and</strong>enhance the skills needed in their <strong>safety</strong> duties <strong>and</strong> to keep<strong>safety</strong> officers updated on changing OSH st<strong>and</strong>ards. Safetyofficers assigned to primary duty <strong>safety</strong> billets will alsoattend the Mishap Investigation (Ashore) Course (CIN # A-49-0078).8. Safety <strong>and</strong> Occupational Health Specialists/Personnel CareerDevelopment Program. ISMs <strong>and</strong> <strong>safety</strong> officers shall ensurepersonnel filling <strong>safety</strong> <strong>and</strong> health positions are fully trained<strong>and</strong> an Individual Development Plan (IDP) is established fortheir career development. Training may be accomplished throughformal or informal courses, laboratory exercises, field study,<strong>and</strong> other learning experiences <strong>and</strong> must ensure competency toperform the necessary technical monitoring, consulting, testing,designing, <strong>and</strong> other related program development <strong>and</strong>implementation practices <strong>and</strong> procedures. Safety <strong>and</strong><strong>occupational</strong> health personnel shall receive a minimum of eightcontinuing education units (CEU) or equivalent per year. Thecareer development program should provide <strong>safety</strong> <strong>and</strong> healthpersonnel the necessary background to become a fully qualifiedjourney level <strong>safety</strong> specialist (GS-0018/11). These guidelinesalso apply to personnel in the <strong>safety</strong> engineer (GS-0803), <strong>safety</strong>technician (GS-0019), <strong>and</strong> industrial hygienist (GS-0690) series.Training opportunities should include formal subject matter <strong>and</strong>field activity assignments.a. Formal subject matter training shall include OSHst<strong>and</strong>ards -- general industry <strong>and</strong> construction, introduction tohazardous materials, electrical <strong>safety</strong> st<strong>and</strong>ards, hazardprevention <strong>and</strong> control, mishap investigation, operational riskmanagement, <strong>and</strong> introduction to industrial hygiene. Trainingshould also include statistics, <strong>safety</strong> law, explosives <strong>safety</strong>,confined space entry, ventilation design, fire prevention <strong>and</strong>life <strong>safety</strong>, <strong>safety</strong> training methods, radiation <strong>safety</strong>, traffic<strong>safety</strong>, <strong>safety</strong> engineering/facility design, ergonomics, machines<strong>and</strong> machine guarding, lead <strong>and</strong> asbestos program management, <strong>and</strong>range <strong>safety</strong>.5-7
