12002 MARCOR OSH PROGRAM MANUAL1. Comm<strong>and</strong>ers shall:a. Ensure all Marine Corps personnel who could be exposedto hazardous energy sources receive formal training in thepurpose <strong>and</strong> function of the Lockout/Tagout Program.b. Ensure the Lockout/Tagout Program is evaluated usingNAVMC 11402, Lockout/Tagout Program Evaluation, figure 12-1.c. Ensure specific lockout/tagout energy control proceduresare developed <strong>and</strong> maintained for all systems <strong>and</strong> equipment undertheir cognizance. NAVMC 11403, Lockout/Tagout Checklist, figure12-2, shall be used for this purpose.d. Ensure the Lockout/Tagout Program is implemented <strong>and</strong>followed within their area of cognizance. Supervisors <strong>and</strong>individuals will be held accountable for any failure to complywith the Lockout/Tagout Program, <strong>and</strong> overriding or removing anylockout/tagout device without authorization.e. Designate in writing a lockout/tagout coordinator(s) whois delegated responsibility <strong>and</strong> authority for controlling <strong>and</strong>administering the lockout/tagout program for their area ofcognizance. Send a copy of this letter to the ISM or unit<strong>safety</strong> officer.2. ISM/Unit Safety Officer shall:a. Coordinate initial <strong>and</strong> annual lockout/tagout training.b. Evaluate the Lockout/Tagout Program using NAVMC 11402,Lockout/Tagout Program Evaluation, figure 12-1.c. Provide technical assistance in drafting specific energycontrol procedures for each piece of affected equipment.3. Lockout/Tagout coordinators shall:a. Administer the Lockout/Tagout Program within theirrespective organizations.12-6
