MARCOR OSH PROGRAM MANUAL 120132. Personnel from other DoD activities performing service ormaintenance on Marine Corps machinery or equipment shall complywith respective activity's Lockout/Tagout Program. Theseinstructions must meet requirements of this Manual <strong>and</strong> 29 CFR1910.147. The responsible management officials of the outsideactivity <strong>and</strong> affected work site shall inform each other of theirrespective lockout/tagout programs.3. Comm<strong>and</strong>ers will ensure their personnel underst<strong>and</strong> <strong>and</strong> complywith restrictions <strong>and</strong> prohibitions of outside activity'sLockout/Tagout Program.12011. SHIFT OR PERSONNEL CHANGES. In case of shift orpersonnel changes, the lockout/tagout coordinator shall briefreplacement personnel <strong>and</strong> ensure the orderly transfer oflockout/tagout devices between off-going <strong>and</strong> on-comingauthorized workers. Change of locks or tags shall be done witha face-to-face meeting of off-going <strong>and</strong> on-coming authorizedworkers with no gap in protection.12012. PERIODIC EVALUATION. The ISM or unit <strong>safety</strong> officershall evaluate effectiveness of the entire program at leastannually. Any deviation or inadequacies shall be documented <strong>and</strong>corrected. NAVMC 11402, Lockout/Tagout Program Evaluation,figure 12-1, shall be used for this evaluation.12013. TRAINING1. Training shall be provided to all authorized <strong>and</strong> affectedworkers, <strong>and</strong> other personnel as required by 29 CFR 1910.147.Only lockout/tagout coordinators or authorized workers mayperform lockout/tagout procedures.2. Instructors qualified by the ISM or unit <strong>safety</strong> officer willconduct training <strong>and</strong> prepare a record certifying that employeetraining has been accomplished. Training records shall bemaintained IAW chapter 5. Retraining shall be conductedwhenever there is:12-13
