Public Law 91-596, Occupational Safety <strong>and</strong> Health Act of1970, executive orders, <strong>and</strong> public laws establish therequirement for comm<strong>and</strong>ers to provide all Federal employees witha safe <strong>and</strong> healthful place of employment. Although Public Law91-596 applies to installations <strong>and</strong> garrison environments, thereare provisions that also apply to those areas that are militaryunique. In both garrison <strong>and</strong> operational environments,identification of hazardous conditions may be accomplished atthe planning <strong>and</strong> design stage, as a result of annual or morefrequent inspections, industrial hygiene reports, or bypersonnel reporting hazards NAVMC 11509 ANYMO<strong>US</strong>E or NAVMC 11401,Unsafe/Healthful Working Conditions.) All recognized hazardsshall be eliminated or controlled as quickly as possible subjectto prioritization based upon risk assessment <strong>and</strong> assignment ofRACs. See figure 7-2.2. The preferred method of hazard abatement shall be throughthe application of engineering controls or substitution ofmaterials, tools, equipment, <strong>and</strong> improved work proceduresidentified in SOPs, PMs, <strong>and</strong> TMs. The use of administrativecontrols, possibly in conjunction with personal protectiveequipment (PPE), is acceptable only when all other methods areproven not technically or economically feasible.10001. RESPONSIBILITIES1. Comm<strong>and</strong>ers <strong>and</strong> Comm<strong>and</strong>ing Officers shall establish <strong>and</strong>maintain an effective operational risk management program asdescribed in MCO 3500.27B. This process is an effectiveapproach to hazard identification, risk assessment, <strong>and</strong>monitoring the effectiveness of controls. RACs are used as thebasis for developing risk decisions <strong>and</strong> controls.10-3
