15004 MARCOR OSH PROGRAM MANUALthe space is free of asbestos fibers before removingcontainment, part 3, <strong>and</strong> step 3 of NAVMC 11406.s. Notify shop upon receipt of completed part 3, step 3 byindustrial hygienist/workplace monitor that space is asbestosfree, that asbestos containment area can be disestablished.Complete part 3, step 4 of NAVMC 11406 with date <strong>and</strong> time shopwas notified. All completed NAVMC 11406 checklists arepermanently filed by the APM.t. Require contracting officials to receive health <strong>and</strong><strong>safety</strong> plans from contractors before any work operations beginwhich may generate asbestos hazards. Evaluate the health <strong>and</strong><strong>safety</strong> plans to ensure Marine Corps personnel <strong>and</strong> property willnot be endangered by contractor operations.4. Industrial Hygienist/Authorized Workplace Monitors. Theindustrial hygienist or authorized workplace monitor forasbestos operations shall:a. Conduct review of the NAVMC 11406, <strong>and</strong> certify “JobReady to Start” by signature of part 3, step 1. Job may nowcommence.b. Ensure during asbestos removal or encapsulationoperations that the work center is monitored for asbestos, <strong>and</strong>that personnel are monitored <strong>and</strong> wearing appropriate requiredPPE.c. Certify NAVMC 11406, part 3, step 3, upon completion ofasbestos removal or encapsulation operations when determinedthat all certification samples are satisfactory. Notify the APMthat clean certification samples are satisfactory <strong>and</strong> thecontainment area can be disestablished.5. Supervisors. Supervisors of personnel conducting operationswith asbestos or asbestos containing materials shall:a. Verify that bulk samples have been properly collected<strong>and</strong> analyzed, <strong>and</strong> written clearance to begin work is receivedfrom the APM before beginning work on suspected asbestoscontaining material.15-8
