If machine or equipment is operating, shut it down bythe normal stopping procedure. In addition, ensure that allstored energy is dissipated or properly restrained.c. Operate the circuit breaker, valve, or other energyisolating device(s) to ensure that the equipment is isolatedfrom its energy source(s).3. Lockout/Tagout Device Applicationa. The authorized worker shall affix locks or tags to eachenergy-isolating device.b. Lockout devices shall be affixed in a manner that willhold the energy-isolating device in a SAFE or OFF position.c. Tags, when used, shall be affixed in a manner that willclearly indicate that operation or movement of the energyisolatingdevice from the SAFE or OFF position is prohibited.d. Tags that cannot be affixed <strong>dir</strong>ectly to the energyisolating device shall be located close enough to be immediatelyobvious to anyone attempting to operate the device.e. All potentially hazardous stores or residual energyshall be relieved, disconnected, restrained, or otherwiserendered safe by the authorized worker. If there is apossibility of reaccumulation of stored energy to a hazardouslevel (e.g., capacitor), verification of isolation shallcontinue until possibility of reaccumulation no longer exists.f. Prior to starting work, the authorized worker shallverify that isolation <strong>and</strong> de-energizing have been accomplished.After ensuring no personnel are exposed, he/she will activatethe normal operating controls to make certain the equipment willnot operate. The worker will not activate controls that cannotbe returned to the SAFE, NEUTRAL, or OFF position without theapplication of power to equipment (e.g., dog <strong>and</strong> clutchassemblies). Caution: return operating control(s) to the safeor off position after the verification test.12-10
