MARCOR OSH PROGRAM MANUAL 10032. Qualified OSH inspectors will inspect all facilities,training areas, recreational areas, <strong>and</strong> work centers at leastannually. Inspections for units in the operating forces mayrequire higher headquarters or installation <strong>safety</strong> officeassistance in scheduling <strong>and</strong> obtaining qualified inspectors.3. Prompt abatement of identified hazards. To the maximumextent practicable, all hazards shall be eliminated or minimizedthrough engineering or administrative controls. Whereengineering or administrative controls are not feasible,appropriate personal protective equipment shall be provided atgovernment expense. Where hazard abatement resources arelimited, priorities shall be assigned to take care of the mostserious problems first. Appropriate notices shall be posted towarn Marine Corps personnel of unabated serious hazards <strong>and</strong> toprovide interim protective measures.4. Procedures established for all military <strong>and</strong> civilianpersonnel to report suspected hazards to supervisors or <strong>safety</strong><strong>and</strong> health officials without fear of reprisal. Allegations ofreprisal to civilian personnel for such participation shall befiled in accordance with existing grievance procedures.Military personnel shall use the request mast process.5. Appropriate OSH training provided for <strong>safety</strong> <strong>and</strong> healthofficials, all supervisory personnel, <strong>and</strong> all other Marine Corpspersonnel. Applicable OSH requirements shall be integrated intotraining programs <strong>and</strong> technical <strong>and</strong> tactical publications.6. Procedures established to review the design of facilities<strong>and</strong> construction projects to ensure <strong>safety</strong> <strong>and</strong> health hazardsare eliminated or controlled from start to finish.7. Thorough mishap investigations completed <strong>and</strong> a comprehensiveOSH information management system maintained that provides allOSH data required by higher authority.8. Comprehensive <strong>occupational</strong> health surveillance programs,both medical <strong>and</strong> industrial hygiene, implemented by qualifiedpersonnel (<strong>Navy</strong> medical personnel or personnel with equivalentqualifications), including:1-5
