Marine Corps installations shall provide <strong>safety</strong> support totenant comm<strong>and</strong>s <strong>and</strong> develop memor<strong>and</strong>ums of underst<strong>and</strong>ing orhost-tenant agreements with Marine Corps <strong>and</strong> non-Marine Corpscomm<strong>and</strong>s per MCO 5100.29A, <strong>and</strong> DOD Instruction 4000.19,Interservice <strong>and</strong> Intragovernmental Support. This <strong>safety</strong> supportwill not be charged to tenants unless services required by thetenant are outside the scope of the host's <strong>safety</strong> st<strong>and</strong>ards.Installations shall provide all the applicable installation core<strong>safety</strong> services described in MCO 5100.29A to include tactical<strong>safety</strong> support.6. To maintain better liaison <strong>and</strong> reduce administrativerequirements, tenants may integrate <strong>safety</strong> staff with theinstallation's <strong>safety</strong> office. However, when an operational unitdeparts from the installation, the unit must manage its <strong>safety</strong>program independently or integrate <strong>safety</strong> with the program ofthe operating force it joins.7. The comm<strong>and</strong>er of each separate installation or unit isresponsible for coordination with other installations, units, orservices within a joint comm<strong>and</strong> to ensure a proactive <strong>safety</strong>program is established <strong>and</strong> supports mission requirements.8. Headquarters comm<strong>and</strong>ers are required to conduct <strong>safety</strong>program management assessments of their installations <strong>and</strong>subordinate comm<strong>and</strong>s at a minimum of every 2 years.3001. SAFETY ORGANIZATION AND STAFFING. The comm<strong>and</strong>er at eachinstallation or unit shall designate a <strong>safety</strong> manager or officerto carry out the responsibilities in chapter 2. The <strong>safety</strong>office shall be established at the comm<strong>and</strong> level to provide<strong>safety</strong> personnel <strong>dir</strong>ect access to the comm<strong>and</strong>er for <strong>safety</strong>matters. The <strong>safety</strong> program shall not be subordinated to otherprograms <strong>and</strong>/or functions. A qualified “<strong>safety</strong> specialist”includes persons meeting the definition for a qualified <strong>safety</strong><strong>and</strong> health specialist, contained in MCO 5100.29A <strong>and</strong> OPM GeneralSchedule Position Classification St<strong>and</strong>ards. Military personnelassigned to a unit <strong>safety</strong> officer billet must have completed, ata minimum, the Aviation Safety Officer’s Course (MOS 7596), or3-4
