MARCOR OSH PROGRAM MANUALCHAPTER 18FALL PROTECTION PROGRAM18000. DISC<strong>US</strong>SION1. This chapter establishes a fall protection program thatimplements requirements of 29 CFR 1910, General Industry; <strong>and</strong> 29CFR 1926, Construction.2. Provisions of this chapter apply to all Marine Corpsinstallations <strong>and</strong> units. Contractors working aboard MarineCorps installations or units will abide by provisions of 29 CFR1910 <strong>and</strong> EM-385-1-1, Corps of Engineers Safety Manual. Militaryunique situations (e.g., obstacle course training, rappelling)shall be governed by the appropriate military st<strong>and</strong>ard or SOP asapproved by the comm<strong>and</strong>er; requirements of references 29 CFR1910 <strong>and</strong> 29 CFR 1926 above apply, if feasible.3. All situations that expose Marine Corps personnel aboard anyinstallation or unit to fall hazards of 6 feet (1.8 m) orgreater shall be assessed by a competent person with fallprotection training to implement proper controls.4. Requirements related to fall protection for personnelworking on stairways <strong>and</strong> ladders are contained in 29 CFR 1926.18001. BACKGROUND. Falls are a leading cause of traumatic<strong>occupational</strong> death among workers according to statistics fromthe Department of Labor. Additionally, an OSHA study of 99fall-related fatalities suggests that virtually all of thosedeaths could have been prevented by the use of guardrails, bodyharnesses, <strong>safety</strong> nets, floor opening covers, or other meansthat would reduce personnel exposure to fall hazards.18002.
