6005 MARCOR OSH PROGRAM MANUAL1. Be comprehensive in scope to include all OSHA st<strong>and</strong>ardscriteria that pertain to the comm<strong>and</strong>.2. Apply comm<strong>and</strong>-wide.3. Apply internally only to the comm<strong>and</strong> concerned. They willnot be referenced by name in Marine Corps wide militaryspecifications or st<strong>and</strong>ards, or otherwise used in procurement ofgoods or services for use outside the comm<strong>and</strong> concerned.4. Contain a certification that the "st<strong>and</strong>ards" are incompliance with paragraph 6001 of this NAVMC.5. Such "st<strong>and</strong>ards" shall be forwarded to CMC (SD) for reviewprior to publication.6006. HOST-TENANT RELATIONSHIPS1. On DoD installations, the installation comm<strong>and</strong>er isresponsible for the overall health <strong>and</strong> <strong>safety</strong> of personnel <strong>and</strong>equipment aboard the installation. Adherence to hostinstallation OSH st<strong>and</strong>ards, as a minimum, is required to promote<strong>safety</strong> <strong>and</strong> health at tenant comm<strong>and</strong>s aboard Marine Corpsinstallations. Marine Corps tenants of other DoD installationswill adhere to the host's OSH st<strong>and</strong>ards. Where tenant comm<strong>and</strong>shave OSH st<strong>and</strong>ards that meet or exceed the host comm<strong>and</strong>'srequirements, tenant comm<strong>and</strong>s will adhere to the more stringentst<strong>and</strong>ards.2. At non-DoD installations or facilities where personnel ofMarine Corps comm<strong>and</strong>s <strong>and</strong> other Federal agencies work or carryout operations at the same location, Marine Corps comm<strong>and</strong>s shalladhere to the host's OSH st<strong>and</strong>ards if feasible. Again, wheretenant comm<strong>and</strong>s have OSH st<strong>and</strong>ards that meet or exceed the hostcomm<strong>and</strong>'s requirements, tenant comm<strong>and</strong>s will adhere to the morestringent st<strong>and</strong>ards. If a conflict between Marine Corpscomm<strong>and</strong>s <strong>and</strong> non-DoD hosts cannot be resolved at the locallevel, the issue shall be referred to higher headquarters.6-8
