MARCOR OSH PROGRAM MANUALCHAPTER 15ASBESTOS SAFETY PROGRAM15000. DISC<strong>US</strong>SION1. This chapter provides guidance for controlling oreliminating the exposure of Marine Corps personnel to asbestosduring the use, removal, <strong>and</strong> disposal of asbestos-containingmaterials (ACM). Before conducting any self-help programs, theinstallation <strong>safety</strong> office must be notified <strong>and</strong> a surveyconducted to ensure the self-help project does not contain ACM.The Asbestos Safety Program implements the requirements of 29CFR 1910.1001, Asbestos; 29 CFR 1926.1101; Asbestos, <strong>and</strong> 40 CFR763, Asbestos. This Program provides precautionary measures,health practices, <strong>and</strong> training <strong>and</strong> certification requirements tobe used for asbestos removal or encapsulation projects; <strong>and</strong>describes compliance programs, which include engineering <strong>and</strong>work practices controls (including administrative controls) toreduce <strong>and</strong> maintain workers' exposure to asbestos below thepermissible exposure limit (PEL).2. Provisions of this chapter apply to industrial <strong>and</strong>construction activities performed by all military <strong>and</strong> civilianpersonnel aboard Marine Corps installations or units, includingcontractor operations. These provisions pertain to asbestosoperations conducted in or on Marine Corps buildings, grounds,<strong>and</strong> structures.3. Marine Corps comm<strong>and</strong>s are required to eliminate asbestosexposure by substitution with non-asbestos containing materialsor, where this is not feasible, through use of engineering <strong>and</strong>administrative controls <strong>and</strong> personal protection equipment.15001. BACKGROUND. Asbestos is a general term used to describeseveral mineral silicates which are separable into fibers.Although there are many asbestos minerals, only six are ofcommercial importance: chrysotile, amosite, crocidolite,tremolite, anthophyllite, <strong>and</strong> actinolite. Major uses ofasbestos are for asbestos cement sidings, floor tiles,15-3
