MARCOR OSH PROGRAM MANUAL 120022. Lockout is the preferred method of isolating machines orequipment from energy sources <strong>and</strong> shall be used wheneverpossible.3. When a tagout device is used as an energy-isolating deviceon machinery or equipment that is not capable of being lockedout, a tagout device shall be attached at the same locationwhere the lockout device would be attached, <strong>and</strong> shall provide anequivalent level of <strong>safety</strong>.4. Whenever major replacement, repair, renovation ormodification of machinery or equipment is performed, <strong>and</strong>whenever new machines or equipment are installed, contracting orpurchasing agents <strong>and</strong> designing engineers shall ensure energyisolating devices are provided with operating procedures.5. Affected Worker. An affected worker is defined as a personwhose job requires operating or using a machine or equipment onwhich service or maintenance is being performed under lockout ortagout, or whose job requires working in an area in which suchservice or maintenance is being performed.6. Authorized Worker. An authorized worker is defined as aperson who locks out or implements a tagout system procedure onmachinery or equipment to perform service or maintenance on thatmachinery or equipment. An authorized worker <strong>and</strong> an affectedworker may be the same person when the affected worker's dutiesalso include performing maintenance or service on a machine orequipment that must be locked or tagged out.12002. RESPONSIBILITIES. Marine Corps personnel who could beexposed to hazardous energy sources shall be instructed in the<strong>safety</strong> significance of the lockout or tagout procedure.Personnel authorized to perform lockout or tagout shall receivetraining commensurate with their responsibilities <strong>and</strong>requirements of 29 CFR 1910.147 <strong>and</strong> 29 CFR 1910.333. Each newor transferred person whose work operations are or may beaffected shall be instructed in the purpose <strong>and</strong> use oflockout/tagout procedures. Lockout/tagout system proceduresshall be followed at all times.12-5
