6001 MARCOR OSH PROGRAM MANUAL4. Technical st<strong>and</strong>ards developed or adopted by voluntaryconsensus st<strong>and</strong>ards bodies <strong>and</strong> used as st<strong>and</strong>ards to carry outpolicy objectives <strong>and</strong> operating procedures as required underPublic Law 104-113, National Technology Transfer <strong>and</strong> AdvancementAct of 1995. These include nationally recognized sources of OSHguidance such as the American Conference of GovernmentalIndustrial Hygienists (ACGIH), American National St<strong>and</strong>ardsInstitute (ANSI), National Fire Protection Association (NFPA),<strong>and</strong> Compressed Gas Association, Inc.5. Special DoD, DON, or Marine Corps developed st<strong>and</strong>ards; e.g.,SOPs, TMs, PMs, etc., rules, <strong>and</strong> regulations cover on-the-job<strong>safety</strong> <strong>and</strong> health applicable to military unique equipment,systems, <strong>and</strong> operations. Once established, DoD, DON <strong>and</strong> MarineCorps st<strong>and</strong>ards, rules, <strong>and</strong> regulations become federallyrecognized <strong>and</strong> meet the requirements of OSHA.6002. APPLICATION. The above OSH st<strong>and</strong>ards shall be applied inMarine Corps work centers, worldwide, with the followingqualifications:1. Military Unique Equipment, Systems <strong>and</strong> Operations. In theapplication of military unique equipments, systems <strong>and</strong>operations, the above st<strong>and</strong>ards, except for paragraph 6001.5, donot apply. Instead, Marine Corps orders <strong>and</strong> comm<strong>and</strong>-developedrules <strong>and</strong> regulations consisting of specialized st<strong>and</strong>ards,specifications, <strong>and</strong> procedures to minimize hazards <strong>and</strong> preventmishaps, will continue to apply. These special rules <strong>and</strong>regulations shall be revised <strong>and</strong> updated continuously <strong>and</strong> shouldinclude appropriate OSHA <strong>and</strong> national consensus st<strong>and</strong>ardswherever practicable <strong>and</strong> consistent with military designconfiguration <strong>and</strong> the requirement to develop <strong>and</strong> maintain acombat capability.2. Special Statutory Authorities. Certain operations aresubject to m<strong>and</strong>atory <strong>safety</strong> st<strong>and</strong>ards or rules that derive fromseparate, specific statutory authority (e.g., Nuclear RegulatoryCommission). Application of any special, functional st<strong>and</strong>ardsdoes not exempt any work center from other applicable OSHAst<strong>and</strong>ards that address conditions not specifically covered bythe special rules, provided there is no substantive conflict.Thus, a work center in a munitions depot, subject to special6-4
