MARCOR OSH PROGRAM MANUAL 100032. Design Reviews. OSH requirements shall be considered,designed, <strong>and</strong> engineered into all facilities that are acquired,constructed, or modified for use by Marine Corps personnel. OSHrequirements shall be considered during systems planning,design, development, acquisition, operation, <strong>and</strong> disposal (lifecycle). Facility design engineers in many instances are nottotally familiar with potential health hazards created byvarious materials, equipment <strong>and</strong> operations used in industrialfacilities, nor are they aware of the special designconsiderations required to control these hazards. To ensurethat appropriate hazard control techniques are applied,comm<strong>and</strong>ers are encouraged to contact the installation <strong>safety</strong>,fire prevention, <strong>and</strong> environmental managers, <strong>and</strong> the responsibleindustrial hygienist to review plans <strong>and</strong> specifications for allprojects. All projects shall be evaluated for lead, asbestos,or other hazards requiring specific abatement procedures priorto commencement of the project. The ISM will sign off on allplans at the 35 percent <strong>and</strong> 100 percent design stages.3. SOPs. SOPs or similar <strong>dir</strong>ectives that are issued to <strong>dir</strong>ectthe manner in which work is performed shall include appropriateOSH requirements. SOPs shall be reviewed by the installation orunit <strong>safety</strong> manager to ensure that all OSH requirements are metbefore submission to the comm<strong>and</strong>er for final approval. SOPsshall be reviewed <strong>and</strong> updated at least annually.4. Purchasing Procedures. Many hazards can be avoided byincorporating appropriate specifications for purchased equipmentor material <strong>and</strong> contracted efforts. Marine Corps organizationsresponsible for developing specifications for such purchasesshall coordinate with the ISM <strong>and</strong> industrial hygienist to ensureOSH Program requirements are considered in these specifications.Similarly, contracted work shall be coordinated with ISM <strong>and</strong>industrial hygienist. Coordinate with the ISM <strong>and</strong> industrialhygienist prior to purchasing equipment, hazardous material, <strong>and</strong>furniture, to ensure OSH Program requirements are considered forcompatibility <strong>and</strong> health related issues that may arise from theuse of the equipment or material.5. Interim Hazard Abatement Measures. During the time neededto design <strong>and</strong> implement permanent hazard control measures,immediate temporary measures may be needed. Where engineeringcontrols are not immediately applicable for use, interim control10-7
