17004 MARCOR OSH PROGRAM MANUAL17004. PROCESS SAFETY MANAGEMENT. Comm<strong>and</strong>s with highlyhazardous chemicals, at or above the specified thresholdquantities defined in the American Conference of GovernmentalIndustrial Hygienists (ACGIH) Manual, Industrial Ventilation, AManual of Recommended Practice, shall develop plans documentingsystematic analyses of potential hazards for every step in theirchemical processes. This plan shall include safe operatingprocedures, training requirements on specific <strong>safety</strong> <strong>and</strong> healthhazards, emergency operations, safe work practices, inspection<strong>and</strong> maintenance, <strong>and</strong> mishap investigation <strong>and</strong> reportingprocedures. Comm<strong>and</strong>s shall review any contractor’s <strong>safety</strong>records regarding these chemicals before entering intocontracts.17005. VENTILATION. In areas where injurious air contaminantsare routinely generated by fixed installations, permanentexhaust or ventilation systems shall be provided. The ACGIHIndustrial Ventilation Manual will be used as the st<strong>and</strong>ard forindustrial ventilation designs where applicable. At temporarywork sites or for interim measures, portable ventilationequipment may be used. Contaminants will not be exhausted intoareas that could endanger others. If flammable atmospheres arebeing removed, the ventilation equipment selected must belabeled by the manufacturer as explosion-proof or intrinsicallysafe. All industrial ventilation systems must be evaluated <strong>and</strong>approved by the responsible <strong>safety</strong> manager, industrialhygienist, environmental manager, <strong>and</strong> fire department.17006. HEALTH HAZARDS1. Due to the variety <strong>and</strong> diversity of hazardous or potentiallyhazardous substances available for use, an overview of healthhazards is presented here in a generalized manner. For specifichazards of a substance <strong>and</strong> protective measures for use <strong>and</strong>h<strong>and</strong>ling, go to the MSDS; 29 CFR 1910, Subpart Z, Toxic <strong>and</strong>Hazardous Substance St<strong>and</strong>ard; or other st<strong>and</strong>ard recommended bythe responsible industrial hygienist.17-6
