5001 MARCOR OSH PROGRAM MANUALa. Indoctrination shall cover an overview of thesupervisors' responsibilities for providing <strong>and</strong> maintaining safe<strong>and</strong> healthful working conditions for personnel, as described inthis Manual, 29 CFR 1960, Executive Orders, <strong>and</strong> the Marine CorpsSafety Campaign Plan as they apply to procedures for reporting<strong>and</strong> investigating allegations of reprisal, procedures forabating hazards, <strong>and</strong> other appropriate rules, regulations <strong>and</strong>precautions, <strong>and</strong> mishap reporting.b. Mishap prevention methods shall cover processes,procedures, <strong>and</strong> programs used in identifying, eliminating orreducing OSH hazards. At a minimum, this training will include:(1) Development <strong>and</strong> use of job <strong>safety</strong> <strong>and</strong> hazardanalysis, <strong>and</strong> other risk management techniques.(2) Implementing, conducting, <strong>and</strong> documenting scheduledinspections.(3) Implementing, documenting, <strong>and</strong> tracking hazardabatement actions.(4) Mishap investigation, recording, <strong>and</strong> reportingprocedures.(5) How to train <strong>and</strong> motivate subordinates to assuresafe <strong>and</strong> healthful work practices.(6) Operational risk management.(7) Hazard control principles.6. Supervisors' Safety Training Annual Refresher <strong>and</strong> Update.ISMs <strong>and</strong> <strong>safety</strong> officers shall ensure supervisors receive annualtraining that is a refresher <strong>and</strong> update to their initialsupervisors' <strong>safety</strong> training. The <strong>safety</strong> office shall maintaindocumentation of the training. The ISM or <strong>safety</strong> officer shalldetermine subject matter <strong>and</strong> duration of the training based onneeds of the supervisors receiving the training. Training willbe <strong>dir</strong>ected at supervisors' job tasks with the goal ofprogressively enhancing supervisors' skills in providing a safe<strong>and</strong> healthful work center for those supervised.5-6
