14004 MARCOR OSH PROGRAM MANUALor intrinsically safe equipment shall be used <strong>and</strong> all potentialignition sources shall be closely controlled.14005. SPECIAL PRECAUTIONS1. Hot Work. Hot Work includes all flame heating, welding,torch cutting, brazing, carbon arc gouging, or any work thatproduces heat of 400 o F or more; or, in the presence of flammablematerials or atmospheres, use of ignition sources such as sparkor arc producing tools or equipment, static discharges,friction, impact, open flames or embers, <strong>and</strong> non-explosion-prooflights, fixtures, motors, or equipment.2. Aircraft Fuel Cell Repair. Safety precautions relative tomaintenance <strong>and</strong> repair of aircraft fuel cells which involveentry into or work on internal or external tanks are provided inNAVAIR 01-1A-35.14006. EMERGENCY RESCUE PROCEDURES. The CSPM, in coordinationwith responsible emergency response personnel, medical, linemanagers or supervisors, shall prepare a written emergency planto cover confined space entries under their control per 28 CFR1910.146. To be most effective, emergency <strong>and</strong> rescue proceduresmust be planned consistent with the nature of operations <strong>and</strong>conditions within the confined space. When confined spaceentries concern hazardous waste operations or emergency responseoperations for release of, or substantial threats of release ofhazardous substances, the written emergency plan shall meetrequirements of 29 CFR 1910.120, Hazardous Waste <strong>and</strong> EmergencyResponse.14007. CONTRACTOR OPERATIONS. Where contractors are performingwork at Marine Corps installations or units, the followingprovisions apply:1. In all cases involving contractor operations, thecontracting officer or ROICC shall inform the contractor thatconfined space entry personnel shall be adequately qualified.In addition, all operations are to be conducted under14-14
