MARCOR OSH PROGRAM MANUAL 6003explosive <strong>safety</strong> st<strong>and</strong>ards, is also subject to OSHA st<strong>and</strong>ardsfor machine guarding, eye protection, etc. Any publicationwhich sets forth job <strong>safety</strong> <strong>and</strong> health requirements for thatwork center must take special statutory authority into account.3. Status of Forces Agreements. In overseas work centers wherestatus of forces agreements specify different st<strong>and</strong>ards, thosest<strong>and</strong>ards take precedence subject to the same limiting rationaledescribed in paragraph 6003.2.6003. IMPLEMENTATION1. Marine Corps comm<strong>and</strong>s may elect to implement the OSHst<strong>and</strong>ards by any combination of the following:a. Issuance of instructions that adopt these st<strong>and</strong>ards byreference.b. Publication of component or subordinate comm<strong>and</strong><strong>dir</strong>ectives, manuals, etc., which include these organization <strong>and</strong>administrative practices. Such publications may paraphrase,transpose, or otherwise adapt these st<strong>and</strong>ards. They may alsocontain criteria more stringent than those included in an OSHAst<strong>and</strong>ard, but shall not decrease or substantially alter thest<strong>and</strong>ard except as provided in paragraphs 6004 <strong>and</strong> 6005 below.2. Comm<strong>and</strong>ers shall:a. Ensure all affected personnel underst<strong>and</strong> <strong>and</strong> comply withcriteria contained in OSH st<strong>and</strong>ards <strong>and</strong> are enforced bysupervision. In cases of noncompliance, management shallconsider disciplinary action against the offender <strong>and</strong> supervisorunder Office of Personnel Management Civilian PersonnelInstruction (752), Department of <strong>Navy</strong> Adverse Actions, orUniform Code of Military Justice.b. Ensure all st<strong>and</strong>ards are applied in the acquisitionprocess for equipment <strong>and</strong> material included in goods <strong>and</strong>services, <strong>and</strong> during the design <strong>and</strong> construction of new orupgraded facilities.6-5
