MARCOR OSH PROGRAM MANUALCHAPTER 13PERSONAL PROTECTIVE EQUIPMENT (PPE)13000. DISC<strong>US</strong>SION. The use of PPE is the last recourse for acomm<strong>and</strong>er to protect personnel from identified hazards <strong>and</strong> tomanage associated risk. This chapter establishes requirementsfor the provision <strong>and</strong> use of PPE in compliance with 29 CFR 1910,General Industry, Subpart I, Personal Protective Equipment.1. The issue, maintenance, <strong>and</strong> use of PPE is necessary toprotect Marine Corps personnel when engineering <strong>and</strong>administrative controls are not available or effective.Appropriate PPE shall be provided <strong>and</strong> used for emergencies suchas hazardous material spills (including biohazards), hazardousmaterial cleanup operations, ventilation malfunctions, emergencyegress, <strong>and</strong> damage control activities.2. Marine Corps installations, comm<strong>and</strong>s, <strong>and</strong> units will fundfor provision <strong>and</strong> maintenance of PPE described in this Manual<strong>and</strong> DoD Instruction 4150.7, DoD Pest Management Program forMarine Corps personnel.3. Environmental differential pay for civilian employees, wherewarranted, does not relieve the responsibility to provideappropriate PPE or continue efforts to abate hazardousconditions that justify such pay. Requirement to wear PPE inany particular work area does not, of itself, providejustification for differential pay.4. Managers will ensure compliance with the prescribed use ofPPE <strong>and</strong> document cases of noncompliance. Managers shouldconsider disciplinary action as a corrective measure against theoffender <strong>and</strong> supervisor, as necessary.13001. PPE SURVEY1. The ISM shall conduct a hazard assessment per 29 CFR1910.132, General Requirements, to determine if hazards are, orare likely to be, present which necessitate use of PPE.13-3
