This written comment section is structured such that policy comments (by topic area)<br />

are presented first followed by technical comments. Within a given topic area issues and<br />

responses are presented sequentially by page number <strong>of</strong> the draft Statement (where such page<br />

numbers were provided by the commenter). After each issue is stated the pertinent letter<br />

number(s) is cited in parentheses.<br />

In addition, those issues raised by Federal Agencies (Department <strong>of</strong> Commerce - DOC,<br />

Department <strong>of</strong> Health, Education, and Welfare - HEW, Department <strong>of</strong> Interior - DOI, Environ-<br />

mental Protection Agency - EPA, Federal Energy Regulatory Commission - FERC, Nuclear Regu-<br />

latory Commission - NRC) show the agency abbreviation next to the letter number.<br />

The form <strong>of</strong> the response to each issue is as follows:<br />

a) Responses to policy issues will be either as a direct response to the issue or as<br />

a statement identifying why the issue is not considered to be within the scope <strong>of</strong><br />

this Statement. In some cases, policy issues did result in changes to the state-<br />

ment and these are noted.<br />

b) In the case <strong>of</strong> technical issues, the response to the issue will identify how and<br />

to what degree the issue has been incorporated into the final Statement. Where<br />

possible the response will identify where in the final Statement the change was<br />

made. For technical comments addressing concerns outside the scope <strong>of</strong> the docu-<br />

ment, a statement is made to that effect.<br />

Hearing Board Recommendations<br />

This section <strong>of</strong> Volume 3 presents responses to the recommendations <strong>of</strong> the Hearing<br />

Board. To provide the reader with some background, this section contains a discussion on<br />

the Board and its members and contains a reproduction <strong>of</strong> the Hearing Board's report.<br />

Three appendices appear at the end <strong>of</strong> the volume. Appendix A identifies those indi-<br />

viduals and organizations that commented in writing on the draft Statement and identifies<br />

the number assigned to each letter. These numbers appear after each issue. Appendix B<br />

notes for each letter, the topic areas under policy and technical categories and the
