Discussion <strong>of</strong> the Swedish waste disposal study does not acknowledge the negative com-<br />

ments made by the California State Energy Commission, the U.S Geological Survey and the Jet<br />

Propulsion Laboratory in their review <strong>of</strong> the KBS Safety Analysis. (55).<br />

Response<br />

Comments were sought from experts in many countries before the Swedish government.<br />

accepted the feasibility <strong>of</strong> the KBS waste management concept. It was recognized that there<br />

will always be uncertainties in predicting long-range future behavior <strong>of</strong> materials and geo-<br />

logical formations, but it was the concensus <strong>of</strong> the experts that the KBS concept reduced<br />

the uncertainties to such a low level that the viability <strong>of</strong> the proposed waste disposal<br />

system was assured with satisfactory confidence.<br />

Issue<br />

The likelihood that oxygen will be introduced into the repository when it is con-<br />

structed and therefore be available to the gro.undwater should be considered in evaluating<br />

canisters and the mobility <strong>of</strong> some nuclides. (113-EPA)<br />

Response<br />

The technical data used in evaluating canister corrosion and nuclide mobility has<br />

almost all been obtained with oxygen (air) present, thus the introduction <strong>of</strong> oxygen in the<br />

repository is being considered. Experimentally, the bigger problem is to eliminate oxygen<br />

in order to study the conditions expected after a repository has been sealed for hundreds<br />

<strong>of</strong> years.<br />
