The quantity of this material being used in the repository is so small compared to the amounts used and readily available elsewhere in our society that invasion of a repository for its recovery is not a credible concern. Copper and titanium and even gold have been suggested as cladding materials to provide corrosion resistance for the waste cannis- ters. The relatively small quantity and difficulty of recovering these materials by a mining operations makes them a very unlikely target. Draft pp. 1.23 and 3.1.40 Issue One commenter expressed concern regarding an inference that the safeguard provisions for spent fuel and high level waste containing plutonium must be similar to those required for facilities processing strategic quantities of plutonium.
