COMPARATIVE ASSESSMENT<br />

One <strong>of</strong> the benefits <strong>of</strong> a structured decision analysis is the identification <strong>of</strong> impor-<br />

tant issues for which additional information should be obtained. Consequently an attempt<br />

was made to include all major issues <strong>of</strong> importance in the comparative analysis.<br />

Issue<br />

One commenter suggested that the Statement discuss the concept <strong>of</strong> mitigation in terms<br />

<strong>of</strong> taking corrective action if unanticipated events occur. (219)<br />

The concept <strong>of</strong> mitigation was considered as a criterion in the final Statement (see<br />

Section 6.2).<br />

Issue<br />

One commenter felt that the comparative assessment was not valid and that the excer-<br />

cise should be performed over. (217)<br />

DOE agrees with the commenter and has performed the exercise over (see Section 6.2).<br />

Several commenters suggested that the Statement present an integrated assessment <strong>of</strong><br />

the disposal alternatives. (38, 58)<br />

The draft Statement did evaluate each <strong>of</strong> the disposal options from a systems perspec-<br />

tive (e.g. examination <strong>of</strong> the seabed concept requires consideration <strong>of</strong> treatment, storage,<br />

transportation, and disposal operations for the entire waste stream). In preparing the<br />

final Statement the latest data available was utilized in developing this comparative<br />

assessment.<br />

Issue<br />

One commenter noted that all <strong>of</strong> the alternatives to conventional geological disposal<br />

recommend separate disposal <strong>of</strong> non-high-level wastes in mined salt repositories. The lack<br />

<strong>of</strong> an alternative to salt repositories for this waste is noteworthy, unacceptable, and<br />

should not be allowed to bias overall choices for the waste management program. (28)
