As noted, the waste types that can be handled in the VDH concept would be limited by<br />

volume constraints. Thus, choosing this alternative would require safeguarding two separate<br />

disposal flowpaths. The risk <strong>of</strong> diversion would be strictly a short-term concern, because<br />

once the waste had been successfully disposed <strong>of</strong> in accordance with design, the waste would<br />

be considered irretrievable. Physical protection <strong>of</strong> the sensitive facilities and transpor-<br />

tation operations would be the most effective way to deny access to the waste for the short<br />

term, as is common to most waste disposal alternatives. For additional discussions <strong>of</strong> pre-<br />
