In preparation <strong>of</strong> the final Statement, the Department <strong>of</strong> Energy (DOE) has taken several<br />

steps to be responsive to the recommendations on the organization and presentation <strong>of</strong> the<br />

draft Statement. First, the structure <strong>of</strong> Volume 1 was modified to focus on the proposed<br />

Federal action and to make more evident the extent <strong>of</strong> the analysis in the Statement.
