The estimated yearly operating costs for the subseabed disposal concepts are presented in<br />

Table 6.1.16.<br />

Operating costs associated with the reference subseabed disposal concept but also common<br />

to other disposal concepts are assumed to be similar. These costs would include trans-<br />

portation, AFR facilities (for the spent fuel), P/E facilities, and geologic repository<br />

facilities (assumed for the reference concept).<br />

Decommissioning Costs<br />

Decommissioning costs particularly associated with subseabed waste disposal operations<br />

would probably be limited to the seaport, interim storage facility, the port facility, and<br />

the disposal ships. The monitoring ship is not expected to be affected by radioactive waste<br />

during its 40 years <strong>of</strong> operation. Any decommissioning costs associated with the monitoring<br />

ship are assumed to be <strong>of</strong>fset by its salvage value, which results in a zero net decommissioning<br />

cost.<br />

The decommissioning cost <strong>of</strong> an AFR facility is used as the basis for the decommissioning<br />

cost <strong>of</strong> the seaport interim storage facility (Bechtel 1979b). These costs, based on 10 per-<br />

cent <strong>of</strong> capital cost excluding owner's cost, are approximately $23 million for the spent fuel<br />

disposal and approximately $18 million for the HLW disposal case.<br />

The decommissioning costs for the port facility and two disposal ships are the same for<br />

both waste forms and are estimated to be about $2 million and $29 million, respectively, as-<br />

suming 10 percent <strong>of</strong> capital cost less owner's costs.<br />

Costs for decommissioning other facilities associated with subseabed disposal and common<br />

to other waste disposal alternatives are assumed to be similar. These facilities include AFR<br />

facilities (for the spent fuel), P/E facilities, and geologic repository facilities. These<br />
