base for high-level waste disposal" parts omitted from the "key characteristics" seem sig-<br />

Response<br />

In revising the Statement the "key characteristics" outlined by the IRG were deleted<br />

and replaced with the pertinent portion <strong>of</strong> the President's February 12, 1980 message to<br />

Congress announcing a comprehensive program for management <strong>of</strong> radioactive waste.<br />

Issue<br />

Clarification <strong>of</strong> the meaning <strong>of</strong> short-term and long-term as pre-closure and postclosure<br />

<strong>of</strong> the repository should be made when the terms are first used. The difference between<br />

short-term and near-term is not clear either. On p. 1.3, third and fourth paragraphs, the<br />

meaning <strong>of</strong> the "near-term" and "long-term" consequences are mentioned. The explanation for<br />

near-term in this paragraph is the same as that given for short-term on page 4.22.<br />

Response<br />

Near-term and short-term are considered synonymous. However, the terms used in the<br />

final Statement are near-term and long-term where near-term is pre-repository closure and<br />

long-term is post-repository closure.<br />

Several commenters stated that detail concerning 14 C was out <strong>of</strong> keeping with the rest<br />
