Using a general conceptual design for the appropriate media (a site-specific design<br />

will not be developed until after the candidate site is selected), the EIS will evaluate the<br />

potential environmental impacts <strong>of</strong> 1) a conceptual repository at the alternate sites within<br />

the region and 2) the detailed site characterization activities which may be required at<br />

each <strong>of</strong> the alternate site(s), including the possible construction <strong>of</strong> an early shaft, if<br />

required.<br />

Although the general conceptual design will not be site-specific, it will be in an<br />

advanced stage <strong>of</strong> development relative to the medium in which the potential candidate sites<br />

are located. This will allow adequate analysis <strong>of</strong> the potential environmental impacts asso-<br />

ciated with a conceptual repository at each <strong>of</strong> the alternative sites. In addition, the<br />

interaction <strong>of</strong> waste package options with the geologic medium will be assessed in each site-<br />

banking EIS.<br />

Site Selection<br />

Following the banking <strong>of</strong> sites in several media, a site will be selected for a license<br />

application for the first repository. The EISs previously prepared for site banking will<br />

be supplemented, as appropriate, in an integrated EIS, which will provide a comparative<br />

environmental analysis <strong>of</strong> the alternative sites. This EIS will incorporate by reference the<br />

site-banking EISs and include any significant new information obtained since the preparation<br />

<strong>of</strong> the earlier EISs. The site-selection EIS also will serve as input to the environmental<br />

report submitted to NRC with the license application.<br />

2.3.1.3 Land Acquisition<br />

After a site-selection decision, the DOE may take steps to permanently acquire the<br />

site. The site banking EISs, as supplemented in the site-selection EIS, will be used as<br />

input to the land acquisition decision.
