Response<br />

The draft Statement did examine the impacts <strong>of</strong> decommissioning retired facilities,<br />

including nuclear plants (see Appendix 0). To ensure that the reader is aware <strong>of</strong> the sys-<br />

tems nature <strong>of</strong> the analysis the final Statement presents the predisposal systems in a sep-<br />

arate chapter (4) and the decommissioning activites in particular in Section 4.5.<br />

Decommissioning activites related to disposal are discussed in the chapter on geologic<br />

disposal (Chapter 5) and in the section on alternative disposal concepts (Section 6.1) to<br />

the degree that information was available. The cost figures cited in Chapter 5 (see Sec-<br />

tion 5.6) and in Section 6.1 do include the estimate <strong>of</strong> the costs associated with eventual<br />

decommissioning.<br />

Issue<br />

Several commenters stated that an analysis <strong>of</strong> a no action alternative should be<br />

included in the Statement. (34, 38, 113-EPA, 154, 167)<br />

Response<br />

A no action alternative is discussed in the final Statement (see Section 3.1). This<br />

alternative is defined as continued storage <strong>of</strong> spent fuel elements in water basins (either<br />

using AFR storage or at reactor water basins).<br />

Issue<br />

One commenter recommended the environmental aspects <strong>of</strong> delayed commitment <strong>of</strong> wastes to<br />

the repository be discussed in the final Statement. (208-NRC)<br />

Response<br />

The proposed action (see p. 37) examines the impacts <strong>of</strong> repository availability for the<br />

years 1990-2010. The alternative action (see p. 37) examines the impacts <strong>of</strong> repository<br />

availability for the years 2010-2030.
