considered with it. The wording has been changed to give the meaning intended--that non-<br />

technical factors may enter into the "selection <strong>of</strong> initial regions for investigation."<br />

Technical factors will still govern the exploration, testing and qualification <strong>of</strong> a site.<br />

Who should set the criteria relative to stages I and II <strong>of</strong> the site selection process?<br />

The National <strong>Waste</strong> Terminal Storage Program operated by DOE has developed criteria for<br />

geologic disposal <strong>of</strong> nuclear wastes relevant to the site selective process. These require-<br />

ments are being used by DOE to guide research and development activities until formal<br />

licensing criteria have been established by the NRC. These criteria are summarized in the<br />

recent DOE Position Paper to The NRC Rulemaking Proceedings (DOE 1980a).<br />

too simplistically that each stage is largely more detailed than the previous one. This<br />

misses the fundamental logic <strong>of</strong> a thoughtful siting process. (154)<br />

No scope definition is given for Stage I <strong>of</strong> the proposed site selection process because<br />

a large part <strong>of</strong> it can be done with available data and has been done with Figures B.6.1<br />

through B.6.4 <strong>of</strong> this Statement. The site selection process as described is intended to<br />

proceed (given a rock type and its distribution or occurrence) from regions to areas to a<br />

site(s). The process will become more detailed in each stage, e.g., as areas are selected<br />

from within regions, and as each area <strong>of</strong> interest is examined in detail to find the next<br />

smallest areas within it.
