Issue<br />

One commenter disagreed with some <strong>of</strong> the reprocessing case assumptions stating that<br />

they seriously overstate source terms and thus environmental effects. The following basis<br />

was suggested.<br />

1. 30 tonnes fuel per GWe-yr<br />

2. Shipment to AFR at 6.5 years<br />

3. Reprocessing with 15 years cooling<br />

4. Disposal to repository with 20 year cooling. (154)<br />

Response<br />

1. In the final Statement, DOE assumes 7 years capacity at the reactor basins after<br />

which spent fuel is shipped to AFR's.<br />

2. For the earliest repository availability (1990) the age <strong>of</strong> fuel at reprocessing<br />

is approximately 13 years but as the storage backlog is worked <strong>of</strong>f, this declines<br />

to 1.5 years.<br />

3. An additional 5 years cooling for the high-level waste after reprocessing is assumed.<br />

Thus, the age <strong>of</strong> the initial waste for the earliest repository is approximatley<br />

18 years. This declines to 6.5 years after the storage backlog is worked <strong>of</strong>f.<br />

Issues<br />

Explain the erratic discharge schedule for spent fuel in the years between 1983 and<br />

1988 that is indicated by the inventory accumulation. (208-NRC)<br />

Response<br />

Table A.43 is a typewritten table and the problem is the result <strong>of</strong> a typographical<br />

error. The table shows 13,600 MTHM <strong>of</strong> spent fuel in reactor storage basins in both 1985 and<br />

1986. The 1985 value should be 12,900. Use <strong>of</strong> this value will eliminate the erratic dis-<br />

charge schedule observed by the commenter.
