Such a detailed monitoring plan is considered to be covered by the general functions<br />

<strong>of</strong> standard-setting and licensing (setting monitoring requirements) as well as inspection<br />

(receiving reports). Any specific approach such as this is beyond the scope <strong>of</strong> this<br />

document.
