The expected socioeconomic impacts <strong>of</strong> an AFR on reference sites located in the South-<br />

east and Midwest U.S. are judged to be insignificant. The total number <strong>of</strong> estimated new<br />

in-migrants equals only about 1% <strong>of</strong> the existing population in both the construction and<br />

operation phases. In addition, there are no very large transitions over time and the<br />

expected number <strong>of</strong> in-migrants increases steadily over the life <strong>of</strong> the project.<br />

The effect <strong>of</strong> the project is substantially different in the reference Southwest site.<br />

The number <strong>of</strong> in-migrants estimated amounts to about 9% <strong>of</strong> the existing population during<br />

construction and about 6% during operation. This decline in population influx from con-<br />

struction to operations <strong>of</strong> about one-third sets the stage for a boom and bust type <strong>of</strong> effect<br />

in the Southwest site.<br />

Translating estimated project-related in-migration into socioeconomic impacts is com-<br />

plex and imprecise. Estimates <strong>of</strong> the level <strong>of</strong> demand that will be placed on the community<br />

to provide social services to the new workers and their families were made by applying a set<br />

<strong>of</strong> factors (Appendix G) to the project in-migration values. The product <strong>of</strong> these factors<br />

indicates how many units <strong>of</strong> each social service would be "expected" by the in-migrants. The<br />

significance <strong>of</strong> the impacts is primarily related to the capacity <strong>of</strong> the site county to meet<br />

these expectations. The calculated level <strong>of</strong> expected social services at the three reference<br />

sites is given for the year 2000 in Table 4.7.4.<br />
