I appreciate this opportunity to present the State <strong>of</strong> Minnesota's Albrt H. Quie<br />

position on the draft environmental impact statement for the ;6vernor <strong>of</strong> Minnesota<br />

management <strong>of</strong> commercially generated radioactive waste (DOE/EIS<br />

0046 D) and request that this letter be made a part <strong>of</strong> the record<br />

<strong>of</strong> this public hearing.<br />

The State <strong>of</strong> Minnesota has had a continuing interest in the affairs<br />

surrounding nuclear power. We have, in the past, participated<br />

in rulemaking and licensing proceedings. Correspondingly,<br />

Minnesota has an interest in the question <strong>of</strong> nuclear waste disposal.<br />

This interest is heightened by the interpretation <strong>of</strong> the Wisconsin<br />

Department <strong>of</strong> Natural Resources that equates one <strong>of</strong> the reference<br />

sites in the EIS to the specific geological makeup <strong>of</strong> an area in<br />

central Minnesota<br />

In 1977 the Minnesota Legislature enacted statutory restrictions<br />

on the importation <strong>of</strong> radioactive wastes into the State and the<br />

siting <strong>of</strong> a radioactive waste management facility in Minnesota<br />

(Minn. Stat. §116C 71-74). Although the statute was signed by<br />

my predecessor, Governor Perpich, it enjoys my full and complete<br />

support. I oppose the siting <strong>of</strong> a radioactive waste disposal<br />

facility in the State <strong>of</strong> Minnesota, except that which may be<br />

needed .and feasible to store wastes from Minnesota's own nuclear<br />

generating plants.<br />
