One commenter suggested that the discussion <strong>of</strong> multiple barriers should include the<br />

barrier-like effect <strong>of</strong> liquid transport that result in dilution and dispersal, even though<br />

these processes are technically not barriers. (208-NRC)<br />

Response<br />

Dilution and dispersal imply fluid flow into or through the repository. The multiple<br />

barriers are meant to reduce or prevent fluid flow and/or transport <strong>of</strong> waste. It would seem<br />

paradoxical to assume benefits from the processes the barriers are intended to prevent.<br />

Since some bentonites lose water above 100 0 C, perhaps illite which does not lose water<br />

above 100 0 C should be added as a potential overpack material for canisters. (113-EPA)<br />

Response<br />

The statement, "Absorptive overpack materials such as zeolites and bentonites..." is<br />

illustrative <strong>of</strong> types <strong>of</strong> materials considered and available for canister overpacks. The<br />

examples given are not recommended as the final or only ones.<br />

The statement was modified to read "... bentonites/illite..."<br />

in fact, three <strong>of</strong> the other five characteristics are themselves important barriers to nuc-<br />

The six items listed are characteristics <strong>of</strong> a mined geologic disposal system. Item 6<br />

was identified in order to emphasize the desirability <strong>of</strong> the combined (redundant) effects<br />

<strong>of</strong> the individual barriers.
