more than 100 times for fresh fuel. These increases must be taken into account by increased<br />

shielding and by use <strong>of</strong> remote operations and maintenance when designing fuel cycle facil-<br />

ities. Reprocessing costs would increase by an estimated 5 percent, fuel fabrication costs<br />

would double, and transportation costs would nearly triple (Smith and Davis 1980).<br />

The following cost estimates are for only the specialized partitioning facilities col-<br />

ocated with their respective mixed-oxide fuel fabrication facility and spent fuel reproces-<br />

sing facility. The fuel fabrication plant has a throughput <strong>of</strong> 660 MTHM per year and the re-<br />

processing plant a throughput <strong>of</strong> 2,000 MTHM per year.<br />

Capital Costs<br />

The partitioning process buildings are first-<strong>of</strong>-a-kind facilities that, in several<br />

instances, include process operations that have not advanced beyond laboratory test and<br />

evaluation. Therefore, considerable judgment was used in the development <strong>of</strong> the capital<br />

costs shown in Table 6.1.27.<br />

Operatings Costs<br />

Estimated operating costs are shown in Table 6.1.28. Labor cost estimates are based on<br />

an average salary <strong>of</strong> $20,000 per year for management, engineering, and supervision and<br />

$14,500 per year for operators, maintenance personnel, guards, laboratory technicians, and<br />

clerical personnel.<br />
