As Section 4.5 points out, the transportation system must be designed to be consistent<br />

with the regulations outlined in Title 49 and Title 10 <strong>of</strong> the Code <strong>of</strong> Federal Regulations.<br />

The prescribed exposure limits for both the general population and operating personnel cited<br />

in the above documents are lower than ambient levels.<br />

efforts to be brief and yet also at least mention the various options that can be imple-<br />

mented. DOE has tried to minimize such confusion in the final Statement, where spent fuel<br />

packaging, storage, and transportation are addressed in Sections 4.3.1, 4.4.1, and 4.5.1,<br />

respectively.<br />
