notices in the Federal Register (June 1, July 3, and July 18, 1979) provided hearing dates<br />

and places, invited written comments, and gave other information about public participation.<br />

A total <strong>of</strong> 142 witnesses testified before the Board. In addition, the Board reviewed<br />

more than 200 written comments, some <strong>of</strong> which were extensive. These were submitted instead<br />

<strong>of</strong> or as an extension <strong>of</strong> oral testimony. Most <strong>of</strong> the presentations were by individuals<br />

expressing their personal views. Many respondents had technical, scientific or medical<br />

expertise. Many represented concerned citizens groups, state or local governments, nuclear<br />

research and service organizations, utilities, and trade associations. Several federal<br />

agencies submitted extensive written reviews. Transcripts <strong>of</strong> the hearings are available for<br />

public inspection at certain local and regional <strong>of</strong>fices <strong>of</strong> the Department <strong>of</strong> Energy and at<br />

its Headquarters in Washington, DC.<br />

Based on public testimony, review <strong>of</strong> supplemental documents and briefings, the follow-<br />

ing report was prepared.
